The Challenge
Only 3% of Erie County's population qualified for free cancer screenings, yet outreach efforts lacked visibility into where these residents lived or how to reach them effectively. The Erie County Cancer Services Program needed clarity — not just coverage. Blunt outreach campaigns were wasting budget reaching people who didn't qualify while missing the exact neighborhoods that needed it most.
Our Approach
Obito consolidated census, Medicaid, and behavioral health data into a unified intelligence model. Within three weeks, we built a ZIP code-level heatmap revealing uninsured and underinsured concentrations and overlaid it with four behavioral personas to guide outreach tone and channel strategy. Instead of guessing which neighborhoods to target, we built a data system that showed exactly where to focus.
